What are the ELO-P Program Requirements?
The California Department of Education (CDE) has identified specific requirements for districts implementing Extended Learning Opportunities Programs. These requirements are:
- On schooldays, the program must provide no less than nine hours of combined instructional time, recess, meals, and expanded learning opportunities per instructional day.
- For at least 30 non-schooldays, the program must provide no less than nine hours of combined instructional time, recess, meals, and expanded learning opportunities per instructional day.
- The program must offer enrichment opportunities that engage students and that are based on student interests.
- The program must be offered to all students in Transitional Kindergarten through Grade 6 who are English Language learners, foster/homeless youth, or those who qualify for free/reduced meals.
- Local educational agencies may charge pupil fees for expanded learning opportunity programs.
- Local educational agencies are encouraged to collaborate with community-based organizations and childcare providers.
Can ELO-P Program funding be used to fund an off-site program opportunity?
Yes. ELO Program funding can be used to provide program access for pupils at off-site locations. LEAs must ensure that all transportation requirements are met. The ELO Program does not require the submission of an off-site form.

What happens to funds not spent in the fiscal year?
The expenditure deadline for 2021–22 and 2022–23 funding is June 30, 2024. LEAs will be required to submit an expenditure report to the CDE for 2021–22 and 2022–23 ELO Program funds after the expenditure deadline for each fiscal year. Unexpended and unencumbered funds will be due back to the state at that time.
Commencing with the 2023–24 fiscal year, funds do not have an expenditure deadline and carryover funding is permissible. Beginning in 2023–24, the ELO Program will be included in the LEA’s annual audit, and failure to meet certain program requirements will result in an audit finding and funding may be due back to the State.
All funds, including carryover funding, must be spent on ELO Program services. ELO Program funding can only be used for ELO Program-related expenses.
Do we need to track attendance?
Local Educational Agencies (LEAs) are encouraged to track pupil attendance.
What is an Expanded Learning Opportunities Program Plan Guide?
ELO-P requires a program plan by each Local Educational Agency (LEA) that receives an ELO-P funding. The program plan needs to be approved by the LEA’s Governing Board in a public meeting and posted on the LEA’s website.
